Okay, so we are coming to a point in this story where all of us are making mage characters and all of us have different ideas about how magic actually works. I'll let you decided how you want to handle that, but for now, I'd like to argue against making telepathy illegal.
The current arguement for making telepathy illegal is that it is a just a step short of mind control. But it is not mind control. I'd argue that illegalizing telepathy is like making it illegal to punch people. You can kill someone by punching them, so why not make it completely illegal to punch people? Because there are different degrees and and contexts for punching people. Boxers do it for a living (although I've heard that they are not allowed to hit people outside the ring).
Also, if Ceriden knew telepathy was illegal, he probably wouldn't have flaunted his ability to do it. Also, I'm under the impression that Dalen has very loose laws anyway, so I would think that even basic mind control magic is probably legal (such us magic that calms people down, not magic that turns people into puppets).
Lastly, telepathy has a range of potential uses, from long distance communication to sending out an SOS signal. Military commanders could send commands to large bodies of troops in seconds. Telepathy is very useful, even without actually controlling people, and it would be a shame to make it illegal.
