Julius is a mutant with regenerative abilities. He can heal any injury, even the most traumatizing. He can also heal others by touching them. Go figure, the guy who wants to kill all mutants is functionally invincible. Ironic. Due to his regenerative abilities, Julius is at the peak of human strength, speed and agility. His muscle fibers are capable of tearing and healing within seconds, making him enormously strong. He's not more powerful than a locomotive, but he can probably tip one over with enough effort.

Personality

Julius is a brilliant, but ruthless, business mogul. He possesses virtually every psychopathic tendency you'd find whilst examining those ranking in the highest echelons of corporate America. Complimenting his insatiable thirst for power, Julius is a eugenicist. He believes that human evolution can be driven further through the use of science and technology. For the last several years, he's been funding research into the source of the Rupture mutations to learn a way of synthesizing them. Of course, Julius gets to decide who deserves to participate in this artifical evolution.

Backstory

Julius has been the benchmark of American success since he made his first billion dollars at the age of 21, after coding a revolutionary compression algorithm (can compress data to the point where you could fit 10 terabytes on a sim chip. Very valuable software).

Like all human ingenuity in the past, this invention was weaponized to its maximum potential. Julius soon had a total monopoly on American munitions and eventually became the richest man on the planet. The Rupture was basically this mega-billionaire's equivalent to hitting the powerball. The government was completely destabilized, and would have collapsed entirely if Julius had not imposed order with the use of his private contractors. 2 years later he was elected Senator of his home state Florida and has since been the presiding chairman of the Senate Defense Committee, awarding his own company all contracts and privileges without challenge. Thus the empire rises from the ashes of the republic.
