Who: Lenin and the Red Scutter Army

The promenade had been seized. Nobody knew this but Lenin and his army, but it was most definitely seized. Five percent of the scutters had left with Vinny when he tried to convince them that money and personal power were the best things in the universe, but he wasn't aware that they were KGB scutters, and were keeping watch on him for the New Soviet Union. In the meantime, Lenin had set up his new command post in the now empty Parrot's bar.
 
"Here is the new five hour plan, comrades," Lenin said, "Our objectives are threefold. One; take control of the next two decks. Two; restore power to the ship. Three; eliminate this Vinny fellow. Sixty percent of the army will be the invasion force, another twenty percent will attempt to restore power at the engineering room and the remaining twenty percent will secure the promenade. The KGB scutters will continue their observations on Vinny. But first, before we do any of that, we must do something that is even more important. We must paint the promenade red, and hang up the hammer and sickle. Understand?"
 
A chorus of beeps from the scutters, and a rousing twelve spam can salute from the vending machines showed that they did.
