Well, technically, he's not - everyone else is. Since he's Atemporal
(outside of time), he's in another 'time traffic lane' so to speak.
So from his point of view, everyone else is repeating themselves,
over and over, regardless of what he does. And he's free to try
differing things throughout the loop. Kinda like groundhog day, but
with a twist. An Atemporal can simply ignore what's happening, and
wait for the the 'loop' to pass them by, or try to affect it somehow.
Thus an Atemporal can, in this situation, to try and figure out how
help out the person(s) who initiated the time loop, prevent the loop.
Meanwhile everyone else caught in the time loop (normally) don't have
a clue what's going on, and will go about thier business normally.
The only ones who are aware there's any interuptions in the normal
flow of time are those that are being informed by an atemporal, White
Wolf in this case, and the person(s) who initiated the loop.
Plus to make things a little more messy, there may be more than one
time anomaly occurring here. Ie - Phils, time loop; and Kayns past,
present, and future-self overlap. All I can say, is things are ripe
for many plotlines that can be drawn from the multiple time paradoxs.
