As I "Created" evil Phil it's best for me to explain why he can be on board
Evil Phil has a self suffeint light bee, much like Allie's, which needs no extrenal support from a computer Like Holly. This was done in his universe so Captain Harris could not control/manipluate him.
Basically, Evil Phil is not your normal run of the mill hologram
